Ellen Ramsey-Kacena is an Attorney at Bray & Klockau, P.L.C. in Iowa City. Prior to taking this position, she was an Assistant Attorney General working in the human services division from 2019 until 2023. Prior to working in the AG’s Office, Ellen was a sole practitioner in Cedar Rapids for seventeen years, where she had a general practice, including but not limited to civil litigation, juvenile law and family law. She is an NACC certified Child Welfare Law Specialist. She also served as a Judicial Hospitalization Referee in Johnson County, presiding over civil commitment cases for several years. Ellen previously worked as a Clerk in the Sixth Judicial District and as an associate at the Cedar Rapids law firm of Bradley & Riley PC. She received her B.A. degree from the University of Iowa and her J.D. degree, with high distinction, from the University of Iowa College of Law. She is admitted to practice in the state of Iowa and U.S. District Courts, Northern and Southern Districts of Iowa. Ms. Ramsey-Kacena is an active member of the Iowa State Bar Association, where she is a past chair of the Family and Juvenile Law Section and currently chairs the Juvenile Law Committee. Ellen is also on the State Council for Iowa Children’s Justice. Ellen previously served as the President of the Friends of the Linn County Family Treatment Court board. She has also previously served on the Iowa State Bar Association’s Young Lawyer’s Division Executive Council, as Chair of Professional Development and as a member of the State Fair and Membership Committees. Ellen is also active in her community. She is an alumni of the Leadership for Five Seasons program. She also served as President of the Junior League of Cedar Rapids.
